I am directed by Mr. Secretary Henderson to refer to
10 your letter No. 72770/30 of the 11th June relating to
certain proposals put forward by the Governor of the
Straits Settlements on the subject of the protection of
British subjects and British protected persons of Chinese
race in Malaya.

Mr. Henderson agrees that it is desirable that
the arrangement which it is proposed to negotiate as
regards protection in China of British subjects of Chinese
race should apply equally to British protected persons of
Chinese race, and he proposes to instruct Sir M. Lampson
to endeavour to secure the consent of the Chinese
Government to the adoption of this course when the
negotiations on the subject are resumed.
3. With regard to the Governor's further proposals
referred to in your letter under reference Sir C. Clementi
appears not to have recalled the despatch of the 10th April
1929 addressed to him at Hongkong by Mr. Amery (Colonial office reference No. 62710/1929), enclosing copy of the 29 instructions sent to Sir M. Lampson, as well as the
previous correspondence leading up to the issue of these
instructions. In January 1927 His Majesty's Government
in the United Kingdom informed the Chinese Authorities
that they were prepared to recognise the validity of a
reasonable Chinese Nationality law. On this basis Sir
M. Lampson, in his despatch No. 879 of August 1st, 1928,
